QBCC cannot issue permits once the owner builder work is completed. They can only provide you with a letter for submission with an application for a development approval.

Yes. You must have successfully completed the Whitecard course (CPCCWHS1001 - Working Safely in the Construction Industry).

Owner-builder work is essentially any work (in addition to organizing and supervising) involving the construction of, or alterations, repairs or additions to, a dwelling:

  • Where the reasonable market cost (inclusive of materials and labor) exceeds $10,000 and
  • Is in relation to a single dwelling-house, a secondary dwelling (possibly in special cases an owner-builder permit may be granted for dual occupancy).
  • When there is a need for development approval within Part 4 of the Environmental Planning and Assessment Act 1979, or
  • A complying development within Part 4 of the Environmental Planning and Assessment Act 1979.

If the market value (inclusive of the materials and labor) of the residential building exceeds $20,000, you will need to do the NSW Owner Builder Course to evidence that you have in fact met the Owner Builder education requirements stipulated by Fair Trading. Without the Owner Builder education certification, you will not qualify to receive the Owner Builder Permit.

Upon successfully completing your Whitecard course and satisfying our ID requirements, your Whitecard will be mailed to your residential address on the same day.

Upon successfully completing the Whitecard course you will have a Statement of Attainment emailed to you as well.

Yes, you can use your Whitecard providing you still do construction work within two years of your training. Otherwise, your Whitecard will become void and you will need to redo the Whitecard course again.

You can use your blue card and don't have to do the Whitecard course.

As an Owner Builder you are certified to hold an Owner Builders Permit. The Owner Builders Permit does not qualify you to be a builder. A builder holds a building license. Your Owner Builder Permit does not allow you to do the following –

  • Work on other projects outside of your development application or complying development certificate.
  • Specialist licensed work like electrical, plumbing, gas-fitting and the like.

It is an offence for the holder of an Owner builder permit to:

  • Employ any unlicensed workers.
  • Allow anyone to use your permit.
  • Not be willingly to provide the particulars of your works working on the site.

The maximum penalty for each offence breached is $22,000.

NSW Fair Trading have an Online Owner Builders Self-Assessment Tool which allows you to determine the following:

  • If you need an Owner-Builder permit for your intended building work.
  • If you are able to get an owner-builder permit.
  • Application form to use when you apply for an Owner-Builder permit.

NSW Fair Trading have an online Home Building Licence Check. To give you peace of mind that you are dealing with a licensed builder or tradesperson by doing a license check on the online public register of builder's licenses in NSW website http://www.fairtrading.nsw.gov.au/ftw/About_us/Online_services/Home_building_licence_check.page

From 1 February 2012, home warranty insurance is required to be obtained where the contract price is over $20,000 or, if the contract price is not known, the reasonable market cost of the labour and materials involved is over $20,000.
